Michael E. Picard
Founder & Chief Executive Officer
Michael Picard brings more than 30 years of experience in safety, security, logistics, and operations across federal, military, and complex institutional environments.
Before founding Eagle Crest Consulting, he held senior security and operations leadership roles supporting the Department of Energy Naval Reactors (DOE-NR) Navy Nuclear Propulsion Program, where he was responsible for security services, compliance, and operational readiness in highly regulated, mission-critical environments.
He also served as a Nuclear Security Specialist in the United States Air Force, supporting nuclear asset protection and global security operations. A veteran of Desert Storm and Operation Iraqi Freedom, Michael brings firsthand experience in disciplined leadership, risk management, and mission execution under pressure.
His career has been defined by:
